That's tricky. I guess your leaning towards it being a problem with VW. Maybe the firewall is blocking VW somehow. Is it possible to install an older copy of VW6 to test? Or any way to try operating the printer on a different PC?

Every Roland profile I've ever downloaded for specific media looked terrible. Try a generic profile or create your own. You could try lots of different profiles until you find the "magic" one that looks great. Or the head could be bad even though nozzle print does not look too bad.

If you open the design in Flexi 22, what does it show those red outlines to be exactly? Are they stroke lines or objects? What color does it show them to be in the color mixer?
