My vote goes to Static issues. If you determine static is not the issue, and you are sure the heads are as clean as they will get, then I would say a head replacement is in order. How old is the printer? How much material has gone through it?
This isn't directly related to the topic. But anyone that hasnt tried 3M 40c-10 or 40c-20 in place of the IJ35c absolutely should give it a try. Its vastly superior for only a few dollars more.

Running into awesome font issues. These are the same fonts, nothing has changed on my end. Corel wants to change the names of the fonts for some reason.
