To me it looks like the possible combination of a lot of things.
You could have a bad batch of print media.
You changed the printhead. Did you make new new profiles? You should make new profiles.
I noticed the cross contamination as well. When is the last time you replaced the maintenance...
White Ink cuts out any HP printer I believe. If you want to print on fabric and have the best results DyeSub is the only way to go. Or it looks faded. IMO.
Our government is running EXACTLY the way it was designed to. It's not the politicians. It's the monetary donor system used to put our government leaders in power. All corporate backed. Look up Manufacturing Consent. Look up Private Governments.
There isn't one single website you can visit for that info. You need to go to the manufacturer's website and find the data sheet for the type of material you are using. You can also try contacting your supplier to see if they have the info handy.

If you are sure the install isn't the problem.
Then it sounds like their media profile could be oversaturating the ink. And to top it off they probably aren't outgassing long enough before laminating. Failure to outgas before laminating causes the inks solvent to attack the adhesive making the...
There is no reason to add interpass delay unless your ink is not curing properly. Even then it would be one of the last settings I would use. Only after I had tried other methods first. Because it slows down printing significantly.
