Protective film on the exterior glass? That is really odd. There are window films that install on the outside but they are used when there is little or no access to the inside. What you have there does not look like that at all.
Old or failing tint (installed inside) can look like what you have...
What about USPS? We get as much as we can sent our way through the post office. It is the cheapest way to get stuff in by air. Some stuff comes in mangled but overall it is not bad.
Got in some rolls of 60"x 25yd 1080 all the way from Kansas for under $100.00 a roll - only took about 4-5 days.
Fire code was a biggie for us. We had to have the landlord dig up receipts from the late 1990s to prove to the fire department that the sheet rock interior walls put up when they subdivided the space were up to current code.

Select all > object > transform > scale > change 100% to 10% in both horizontal & vertical > fit artboard to selected > save as pdf
Think that one is going to be tuff. Most military crests are in the public domain but I don't know about using samples derived from them. Probably not best practice.
