What kind of image? For most stuff, illustration programs. Corel and Flexi. For advanced raster editing, photoshop. 95% of design work is Corel though...

You will still need a bridge program like has been suggested. However, I believe CorelDraw and CoCut would be an awesome combo and keep you happier than Flexi. I also would still switch to XP. Vista stinks IMHO.
