The disc does not need to be in a particular position for printing, it is just a circular encoder. The printer will count marks from current position. You can examine the encoder and see it it appears damaged.

When was the spit pad last replaced? You probably need to look and see what is happening. And see if it is spray on the platen or bouncing off the spit pad.

Have you set up the IP address on the printer and in the RIP?

That sound like a RIP driver issue, or a resolution issue. You should be using a Falcon Outdoor driver, which is different from a Falcon II.
