    Looks more like overspray from static or a dirty encoder strip. I'd try cleaning the encoder strip and see what happens. Could have the encoder sensor going out too. Maybe VanderJ will chime in.

    Dry is always a better option. But I've installed air release wet when doing boat transom lettering when it's 90 in the shade, and the sun is beating on the transom. It's a last resort option to get the work done. YMMV. Flame suit on.

    What about getting a tow behind lift? That way you take it only when you need it. Can also be unhooked and pushed into areas a van can't get to. Also if the van breaks down you still have use of the lift. Should be less hassle for maintenance/inspections too. Towable Lift For Sale - 78...
