Don't stress about the overlap banding. That is a super simple fix. Have the Roland tech walk you through it.
The real concern which you well know is the banding where there is an absence of ink. Don't let the Roland tech leave w/out that being fixed.

it sounds to me like you are not getting banding. Are you seeing an "overlap" where the head passes over the already printed ink?
that isn't banding that is a media feed issue which you can calibrate in the menu.

This happens to me every few months. I get a bad roll that sort of raises up off the platen and caused rubbing of the print heads.
New roll always takes care of it. I had a heck of a time getting one of my vendors to replace the roll. they didn't believe that the roll was bad...

Since it started with 7 I would think that there is a driver error for your chipset or another motherboard based firmware.

this happened to me with a new head. You need to prime the head by putting syringe on the head manifold and squirting in cleaning fluid until it comes out the bottom of the head.
You will then have a solid hydraulic flow from the cart to the head nozzles. This will do the trick. Also...

He's a great guy and very helpful. I do not use his ink only because he's on the other side of the country from me. I use Solaris Ink for Roland via Fellers with outstanding results.
For any replacement parts I use Jorge.
I have a roland. The heads are the same as yours.
I used to use Triangle inks for years and then switched to Solaris from Fellers. They are AWESOME. ZERO problems.
First 3rd party ink to be trouble free. I'm running from bulk tanks.
