As far as sewn or welded here is what I do. Big banners get ultrasonically welded by my sub. I have webbing put in the hems also.
You could try OnOne's Perfect Resize. Starting with a a high pixel density base I've pushed photos 1000%. But you will still have to crop,etc...
In situations like yours I will push the photo as far as software and my talent allows. Then I've generate a background/border to fill in the rest...

I agree with using Roland's for small runs and being aboe to use scrap from other jobs. HP is a no-go for me since the smallest piece you can load is around 42".

Client is 125 miles away and put up the small pieces I send them. They aren't going to do a wet install or pay me to do it.
