gross. i haven't tried it, but if my go-to Arlon DPF8000 wouldn't stick I'd be tempted to see if the thermal-set Tshirt print material might work as it essentially would melt-into the texture of the rubber surface. else, this sounds like a job for a stencil set & spraypaint solution

every cut creates fingers that can&will peel-back. edge seal won't cut it, it may slow the process but every wash&wipe&exposure will eventually start lifting them. contour cut the lettering/shapes AND then sheet laminate before contour cutting a ~.25" outline from original perfcut shape...

fiverr is a great place in a pinch for simple conversions. if you need a specific model designed from scratch, you have to research artists & their portfolios on there, but a simple extrusion from a vector shape is easily a $5-20.
