The cap top seals up to the bottom of the head and a pump pulls a vacuum so that ink flows through the head and into your waste tank. This is what pulls clogs out. If the cap top can't create a seal with the head, the vacuum the pump pulls is either too weak or non-existent so it just pulls air...
Soft uses the least amount of ink and is pretty much useless for getting rid of clogged nozzles. It is what I would set it to for the auto cleanings though so you don't waste a lot of ink but still keep the nozzles fresh.

I would have them plug it in and run a nozzle check for you. In my experience UV does much better than solvent when sitting around but it can still cause issues.
That error just means you can't print from a program like Illustrator using a windows driver. It shows that message to everyone using Rasterlink. You should be able to print from the RIP. Have you tried printing yet?
I agree with unclebun on the offset. With the jagged edges I would check to make sure the blade is spinning freely in the holder. There might be some vinyl stuck in there keeping it from moving smoothly.

Check your offset setting and make sure it matches the blade. If you changed blade angles recently but didn't change the offset, it give you issues like this. If the tip of the blade is broken or rounded it will also mess with the offset.
Only do the 500mm test. Changing to 250 overwrites the setting. You always want to use the 500mm adjustment if you can.

Those are the defaults and they work well without using a lot of ink. If the machine sits for long periods of time like multiple days in a row you might want to turn cleanings on to 12 hours.
A lot of states have sales tax exemptions on manufacturing equipment. Makes sense. The more machines producing theoretically would mean more tax revenue in the future.
