Here's a quick suggestion (which looks like every other quick suggestion I suggest except maybe even more phallic) I think it needs to say "TINTING" in there somehow if that's what it is.

Lose the dots around the edges. Too busy. Maybe lose that entire blue panel. Beef up the outline of the ribbon and weld it to the outline of the title. And for the love of God lose that yellow. Hahaha

Change the green outline to white and the white stripes to grey. It's still gonna look bad but may be slightly more legible. If it was me I'd start over, not stack the letters nor put stripes in them, and use a less fancy font. Are those their school colors or is it for a two-tone retirement...
