The thermistor and heater block are part of the print head. I assume the board they replaced is the heater relay board. If that has been done already and all the connections have been checked, I'm pretty sure you just need a new head. Does it happen on the same print head every time?

Since the encoder is reading 0000 even after the sensor replacement I suspect what ever blew the F3 fuse also did more damage to the main board unfortunately. Cleaning the encoder usually helps but even a dirty encoder will read something other than 0000.

Seriously, look at the comments in Acrobat. It's literally designed in Acrobat using the comment features. All the boxes and text are just comments which is why it's not opening in vector designers. You either have to recreate it yourself or save it as a TIFF.
