The option for manual nesting is in the layout screen that pops up when you click on job properties. I'm using the latest cloud version but yours might be different.
Also, I know you are using Corel for the most part, but if you use Flexi designer at all you can use the true shape nesting feature. It automatically nests contour cut images to minimize white space. Here is a video about it.
There is a check box on the bottom left corner of the layout window that is labeled, "Manual nesting". Make sure that is checked and you should be able to move them freely. It doesn't let you overlap though.
Hold the Ctrl button and select the files you want to nest. Once you select the files you want, right click and a menu will pop up and nest will be an option. It will automatically nest them.
As far as I understand it, you have to spray a solvent to dissolve the liner. Most solvents like that are flammable. It's similar to paint booth regulations I would assume.

I have never been a big fan of the perf cut option on any brand of machine. It could just be that I don't set it up correctly but it almost never works for me.
You need to adhere some transfer tape to the back for it to work and it will kill your blade much faster than vinyl does but it's doable. If you cut it without some sort of backer it will lose stability and crumple up in the machine.

That is usually just a result of missing nozzles/drop out. You might need to clean or replace the maintenance station and dampers. The older the head is the more likely it is just failing but usually missing nozzles are just caused by maintenance parts failing.
