parking lot signs are easy if they aren't wanting custom as you can purchase from Gimco standard parking signs for Handicap, Handicap Van and reserved. use metal only unless they have some weird custom idea going on for something high ended.

to add a tagline to your logo would clutter it up and add extra elements to it that you don't need. there is no natural place to put a tagline so it would look tacked on. some times extra copy helps fix an imbalance in a design but with your logo it would only create one.

the sign for the church is very conservative and looks like what would be expected. the van doesn't look like it belongs to the same church. did they want the van to look different so that the main church is one look and the van which is used for something else looks different? is the van...
what does your logo look like? how does this fit visually into it? does it enhance it or clutter it up and detract from it? does it help make an image in the logo clear as to what it is such a simple line that represents a mountain? seeing it with the logo would be helpful.
I think this is after all the vinyl was removed so you wouldn't see any vinyl of any kind in the photo, only the areas that were sprayed matte black so when the wrap was done poorly, you wouldn't see bits of yellow paint.

thanks for all the replies. this sign was not made correctly and needs to be replaced as it will only get worse as time goes by and things start to grow in the standing water behind the letters. it is normal for a sign to leak and that's why there are weep holes. I'll let you all know how...
