Wow, hard to find a cut vinyl only job. We got an Edge around '90 so even simple cut jobs often have a printed outline or shade. Here are a couple trucks that were all cut.
A billboard printer, for ones that large I have used Joseph Merritt they are or were a merchant member here. If you're not installing it (I wouldn't) just be sure they provide the exact specs.

I have noticed that some VHB tapes feel less sticky than cheap foam tapes. But they cure hard. Your tape may be too old now. You should be sure the tape is the correct spec for the materials and location. If you want real piece of mind add few beads of Lexel.
Depends on how far apart your "crossers" are. If you are concerned about fasteners pulling thru use some washer head fasteners, like the one used for metal siding/roofing.

You could try vinyl fence posts, ones that are "structural". Don't know if they will slide over a 4x4 though, you may have to shave the posts. And there are prefinished aluminum 4x4s out there too, that'll last a while.
I would consider discounting a bit to stay busy. I have employees counting their checks so if it can keep them busy and cover costs it may be worth a shot.
But the particular example you gave always sets off alarms....I'm with Tammie and fleming....why isn't he just using the last place?
