How big are they? I agree with spraying a tinted clear (sample first of course). If they're small finding a rattle can with the right look would be great. Bigger will require spraying. You can set up a temp "booth".

Sounds to me like you just want to make the signs, and the clients install them. In that case outsource laminated digital prints and get substrates locally. It would be nice if there was someone carrying some of the composite panels that most sign shops use now, but if not use MDO as suggested...

So much easier to fabricate for interior installs where it lives in a controlled environment without direct sun and temperature swings.
