How big are they? I agree with spraying a tinted clear (sample first of course). If they're small finding a rattle can with the right look would be great. Bigger will require spraying. You can set up a temp "booth".
I haven't noticed any great differences when using it for flat panels. Those who bend it do, the cheaper grades crack and split.

Anyhow, it sounds like you should tell him if he buys a real graphic you will install.
Sounds to me like you just want to make the signs, and the clients install them. In that case outsource laminated digital prints and get substrates locally.
It would be nice if there was someone carrying some of the composite panels that most sign shops use now, but if not use MDO as suggested...
