We Switched to caldera over a year ago and we are running it on the cheapest Mac Mini they make. you can get refurbished ones from apple for 419 most of the time. Its an i5 with 4gb of ram and ours hardly ever bogs down the rip times if it is a HUGE file will be kind of slow sometimes but it works.
If they want them to last and not have to replace them very often (which i'm sure would be expensive) How about etching into .040 stainless steel with a baked epoxy powder paint filled letter? For added durability you could throw a powder clear coat over the whole sign, front and back to help...
Have you tried Adhesion Promoters that are wipe on? There are a ton of them out there that you could experiment with. Also I didn't see what kind of Printer you are using.

We have the S-100 inks and I think they are great. We have great adhesion on all kinds of substrates and we are printing on 90% hard surfaces. We are set up with CMYKPPWW. The primer does a pretty darn good job sticking to strange surfaces.
