Funny, I noticed the ink immediately but didn't notice the tiny banner roll until you pointed it out. I have a similar spot on the floor under my waste tank.:rock-n-roll:
Keep the design vector if possible. Also, it sounds like you need to flatten your image prior to saving. Then you should have more export choices.
Half scale at 300 ppi is probably overkill. 72ppi at full size should be fine.
I'm not sure about outgassing causing bubbles in laminated prints as I've never witnessed it. However, ink does continue to dry after an hour. I've seen full-bleed contour cuts completely curl up around the edges due to being cut too soon after printing. The same print/cut job behaves...
I'm guessing that this has something to do with the gradient's color mode not matching that of the color(s) of which it is composed. For example, if your are printing from a CMYK swatch table, the gradient color mode should be set to CMYK.
