no need for guide wires if it is a nicely build bracket. Is this just one of those grimco scroll brackets? You will a the very least need to weld some horizontal braces so it looks like what gino made minus guidewires. Onto the part where you dont want the sign to slam into the building...
or just silicone shut the holes neatly.... they are only 3/16 holes maybe 1/4" max people jeeze. They are going to notice the paint fading/dirtiness more then the holes. If they are really hell bent on it get the same screws they used for the corrugated metal in the same color and silicone them...

if you do 1" letters why even care about 3 and 5" so what if its reflective. play around with diff blades and pressure for the job. Its gonna suck to weed anyway you slice it.
Just finished a 10 hour plotter job, its not so bad, If you bid the job correctly just think of that noise as coins in the bank. As far as another way to do it then die cut on the plotter, not really any other way thats cost effective.
if you have more then one plotter open thats even better...
