Is your media fully up to temp when you're running the media comp? I've found that when I let the media come fully up to temp and reclamp it before I run the media comp test that I get more accurate results and less differential between the two ends.

Clean your encoder strip.

Sounds to me like a networking issue, or perhaps a hard drive going off. Something is slowing down the data feed between the rip and printer. Of course since it's a windows box you should check it out for a virus and malware as well.

That welder will not do hems. It's only for joining two pieces into one larger piece. There's no cheap solution for doing hems. Although sewing is cheaper than heat welding. I doubt you'll find either machine for your budget for both.
