I know there are anti-glare laminates (usually for trade shows and stuff) ... but really I would go with gino's suggestion. most of the anti-glare stuff is going to run you about 3 times regular laminate ... for one job. and even then you can't stop light from reflecting off of it unless it's...

yup, even then it's sometimes not perfect, with the cmyk color code i make a black that is 100% in all 4 colors ... makes for a solid black with rgb exporting always and I can avoid printing issues too.

powerclip is your best friend in masking fills in corel draw. plenty of tutorials out there ... hell, check your help of the software and it will tell you what to do.

Only time I autotrace is with Inkscape. all the other programs have cruddy auto vector coding. inkscape.org inkscape uses the potrace open source code and potrace is probably the most accurate and clean tracing code out there. good stuff. it's also a free program.
I like the idea of the spinning gear, i would probably try to limit your colors down a little just to make it cleaner on the eyes (not counting the gear you have 6 colors) ... layout is pretty standard, and a lot better than before. probably make "The" with the background the same color and...

sometimes you need to abandon magnetic sheeting and just look into some good high quality rare earth magnets that you can mount onto a rigid base plate. probably like a nice piece of thin aluminum or thicker polystyrene. basically something that is light weight but you can perm attach those...
I would pass on just fixing. while you are at it ... price out for a new cabinet for both a plexi lighted sign and a banner stretch frame.

I always install on glass dry. now there are some exceptions to that ... if i'm actually overlaying one color on top of another sometimes i will install the first color dry, then wet apply the second ... it will still take longer (glass and all) ... but it will adhere to itself rather quickly...
If the machine is anything like a lot of machinery now a days they have a teflon coating on the paints clear coat ... primer should work ... also someone posted in relation to a plastic roof car roof sign that wasn't letting stuff stick to it ... he suggested that adhesion promoter you can get...
