Will you be printing this file? What version/level of Flexi? mac or PC?
I would recommend importing into Illustrator and creating a clipping path to trace the edges of the rifle. Then export as EPS and import that into Flexi.
Then you can "Mask" the image which will use the clipping path...
I wouldn't say better... It comes with its own internal RIP software.
If you already own a software RIP, then it is not better.
If you do not own a software RIP, and don' want one, the 5500PS is better.
Do you need a RIP Software?
Not 100% sure but the HP5500PS has the PostScript Interpreter built into the printer itself. You can change the media settings and information on the fly from the printer.

Are you looking for pressure sensitive adhesive backed vinyl? What inkset are you using in your HP? I supply a really good third party ink to a few beer distributors...
You may also want to check the linkage that connects the pinch roller lever to make sure it is taught... Ran into this once where the linkage on an SP-540 needed to be tightened up to resolve a huge skewing problem with print/cut jobs.
Banding in the scan direction would make me think media feed but this looks to be in the Feed direction, length of media.
My guess, one of two things... heating element in that area or media raising up from bed and therefore being closer to the printhead during print.

Media lifting off bed (closer to printhead), bad media, or as you said... possible heater issue.
Does this happen with other, different types of media in the same area?
