Yes, absolutely, laminate it if you and/or your customer are expecting any sort of outdoor durability. You don't need to print on matte vinyl either, if you have gloss in stock, that's fine, the final finish is dictated by the laminate, not the underlying print vinyl.

Personally I'd print/cut as one piece and be done with it, makes installation much much easier than trying to register 3 separate pieces. Time is money.

If you want something self-adhesive I would only use Phototex for that, you're going to have issues with any vinyl product.

That looks like a combination of media, resolution and heat. Your pre and print heaters are extremely low, which can cause unpredictable color. The resolution you have listed as 720x1080, I'm assuming that's a typo, I don't think that's an option on the JV33, but I could be wrong. Either way...
