Not every sign shop does everything under the sun. Some places outsource a lot and only specialize in certain areas. I'm not sure why this would be surprising to anybody in the industry.

Kind of hard to tell from the picture, but it could conceivably be printed on holographic vinyl. We print holographic perf on our Roland.

Johnny, in my opinion, has the best suggestion. Gilded letters would also look nice, but a nice dark finish contrasting with the natural wood is going to look "best" for most people. I would also do the raised border.
