Yes, looking at that picture with the ruler, I can see that it was stopped mid print. That's how I can tell your dithering looks strange and coarse. In that picture, your dithering on the top of the black looks weird. I reckon you're using a wrong setting in your rip.. There should be dots, not lines. Also, you need to do a drop position test/ adjust to align bi-directional passes, not media comp.

It looks like you have too much air in the dampers. You need to draw the air out. Open the cart valves first by hitting Function/Test/Ink Cartridge/Cart Valve. Press up arrow to open each valve. Unplug a damper, fix your syringe to the bottom to be able to pull ink through. Invert the damper...

You are likely getting black pooling in your cap due to fibres from the cap top. Unclip the carriage and move it to the left. Check for loose hairs/fibres sticking up - use a flashlight and magnifying glass. Use scissors to trim off and get rid of fuzz and anything that might contact the bottom...

I use 2x overprint, but I cut my ink limits right down to about 65% of the original printmode. Make sure the print head is travelling the whole width of the vinyl, crank up the heat, increase the passes, unidirectional can help too.
