Yea, that's a tough texture to work on for someone with experience. I'd probably try a pounce pattern, but you are only going to get a "suggestion" of the outline. Projecting may work. Then a lot of patient work with a fitch ( a short stiff bristle lettering brush) to do the edge and fill in...

We would grid with a line level or laser & chalk. Choose a grid that will work with the design and the skill of the painters. We would make a large print of the design with grid and cut up into manageable pieces. For a pounce pattern I would panel it so one manageable section at a time could be...

Projection may work if it can be set up correctly. A scaled sketch with a grid works too, probably the way I would go. And I have actually done some pounce patterns that big, usually not for something so simple though.
