I think thats what you are seeing is static affecting the nozzle spray laydown. 16% is way too low to be used in flatbed printing. I am in North Carolina and run at 55% all day and have no issue.
Matt is right on target with the encoder strip. Try wiping it or blowing it off with air gun. If not - I think I have an encoder strip for the printer around here if you need a new one. Pretty sure my new model uses a different strip now.
Based on your initial detail about printing to non-flat wood - I would think hard about a flatbed. When you ruin $14K in printheads once - you won't want to do it again.
