Our city has specs too, heavy vinyl, webbing, grommets, re-enforced corners with D rings and wind slits. That's how I make them. I just wish they would enforce the specs because I see many that don't meet the spec and I'm sure I lose bids because of it.

Yep, definitely need a backer panel of some kind. I'd probably use a piece of .080 since I usually have leftovers.
For a clean look mount screw and glue the 080 to the post and then screw and glue the HDU to the .080, srcews going thru the back of the .080.
True, it's amazing, sometimes, how long the size will last. And the gold is shinier the longer you wait. But I have also learned that I prefer the gold a little less shiny, it reads better, and less chance of dry spots. Touch ups on leaf never look good.
We gave up that method. Too many failures. Now we rout, paint, mask, paint. Yes, it can be a pain to line up the mask, but I usually add a little border so the paint goes slightly over the edge of the letter onto face.
OMG, that is a bad situation. I would clean the size off with paint thinner(mineral spirits) and then wipe with alcohol. This is assuming they are painted with something that can handle the paint thinner. Don't try recoating the size it won't work unless you wait many days.
Its easier especially if the client isn't sign savvy, they know what Lexan is, but maybe not polycarbonate. They may have heard of Dibond but not ACM...etc
Depending on the client and the job I get more specific.A quote I just did for some PVC signs for a design company, I specified the Brand...
