I might be tempted to contour cut the design into individual critters on their own coloured backgrounds along the black outlines of the round panels. Then you don't get seams through any animal faces. It might make installing with only one person possible.

That looks like it was laid out by hand to me. The P is slightly imperfect and the A's seem to have different stroke angles.

I do wooden routed, blasted and hand-carved signs on a regular basis. I have 5 10' cedar signs on the go right now. I use an Ioline 30" plotter to make my stencil/patterns.
