This looks to be a Chinese flatbed printer, unless you are extremely familiar with how to service these types of machines I would avoid, keep in mind a domestic brand machine is around $40,000 so what shortcuts were taken?

Also worth looking at air filters sold as "growroom air filters" they use activated charcoal and work quite well, the filters are inexpensive and readily available.

In corel, grab the leaves and go Object>Shaping>Boundry this will create an outline around the leaves, then you can do a negative contour from that line to give you a bit of bleed.
Pretty much every sign supply company will cut 0.051" think white painted aluminum for you, or at least will point you to someone who will.
Have you tried calling your current supplier and asking?
We had a ton of issues with our Roland print cut machine, but I never has an issue with the cut quality, the accuracy was horrible but the quality was good.

Are the cuts very complex,.or are we talking basic squares, circles etc?
