have you tried fixing your "dead" batteries? I have six "dead" 18v Ryobi batteries. I shock-charged them and five of them came back to life and have been holding a charge like new batteries for months now.
Just pick them up whenever you see them. Don't trash them, just hang on to them in case they call about them. People are sticking them there because they see them there all the time and think that's where they should be.
