In your original quote for the design work did you state clearly that the design files outside production allowed and that the ownership of the art files was you, not her? If not she paid for the files, so give them to her.
I would stud mount it only. If you do use tape of some kind, do a masking tape test on the brick. If you stick masking tape to the brick, pull it off and the tape is covered with brick dust and specks, the surface of the brick is loose and unstable. If that is the case you are really sticking...
How detailed is the print? Does it cover the entire area? If not you may be able to make set the panels so it overlaps where there is the least amount of print.
Bolt your support system to one of these or some other pre-made wagon as they are cheap, have wheels that will work and if made of metal, will be heavy enough not to tip over.
Those are really small signs. Do they really need to haul them around or are they wanting to have something they can put out when they want to and move it out of the way when they don't? Seems like a A-frame might work better for that rather than a complex heavy custom built wagon.
