This is Locutus of Borg, our rescue cat. They shipped him up from a shelter in Virginia to find him a home. Our local Humane Society works with shelters all over the east coast to help find homes for pets.
I normally wouldn't use PVC outdoors but I do have that oval sign blank from Hooks & Lattice that I made for a customer years ago that still is out there and looks good. They use a thick material so you should be OK. As far as primer, I didn't paint mine, I applied vinyl so no help there.
We stud mount and it works better for us and the customer. They can pull the letters, repaint the wall and put them back rather than a sloppy mess trying to paint around them.
Sounds like old fashion city specs. Many years ago a city near me spec'd out canvas type banners like that and we had to have them made a company that makes sails for boats. Maybe they could make one for you if you have a company like that near you.

Did you ask him what these builders did to him? Seems like this would be better settled in court. I've seen homemade signs that out a bad business but never professionally made one. We used to have a guy who painted "Lemon" and who sold it to him on an RV that he parked everyday at the mall.
If it feels wrong to take on a job, just don't do it. There are many ways to handle it from telling them no to pricing it so they shop elsewhere. No need to take every job that comes your way.
