Is this concrete new or old? Painted or not painted? Smooth or rough? If older, painted and smooth, VHB and construction adhesive should be OK. I would do physical fasteners on concrete no matter what but if you can't I'd be sure that the concrete surface can deal with adhesive.
Hourly rate plus materials. Also is this a washing or a brush out the spiders? If washing, add on for getting water to it and any equipment needed to make that happen.
I get that but help can be given without giving it all away. Pointing someone in the right direction or sharing your mistakes does a lot to help others.
What you forgot to add was you were a good and fair moderator who helped keep us inline. I do agree with sign support that the moderators do need a comprehensive set of guidelines. We had a thread that was way out of line and it was clear that the moderators wanted to shut it down and the owner...
I think we all get the customer that thinks they know better than we do when it comes to signs. It just isn't the design but the whole process right down to materials and installs.

I would have the proof in print or approved by e-mail as when they claim you screwed up the numbers, you can show them the proof that was OK'd. It only takes a second to produce a proof that can be signed off on or e-mailed for approval. If you want to just show them on screen as it is a quick...
Ask them for an e-mail address that you can send a written quote to. The real people will give you one, the tire kickers usually just want a phone quote.
The example the OP posted will never be a vector as way too much detail and shading. This matches up to what he was talking about. If he wants to turn a photo into something like he showed, the youtube photoshop method does that.
I love that you were able to do a nice post and iron work set up. People forget that the post and hardware really can make a sign extra special. You could have hung a very plain sign on this and it still would have been beautiful. Nice work!
On the plot page click on print options. On the right hand side you'll see a menu "shrink under print". Click on primer and you can set how much you want to shrink it.
