What is the reason for cutting the print 1/8" from the edge? We apply prints with a 1/8" or 1/4" bleed and then just trim the bleed off, so the finished vinyl is exactly the same size as the substrate.

$50 per style is pretty common for a good quality typeface. The amount of craftsmanship and time that goes into designing a typeface is immense. Typefaces that consist of several different weights plus italics can take years to develop.

We've been using Ultraflex perf for several years here with no issues that I can recall. It's 60/40 and calendered, so good for buildings but not vehicles.

Close, but it's not a match. Many of the terminals are slightly different on the monument (leg of the R has curved bottom, not straight, flares are missing on some other letters).
I just tested your method out of curiosity, on a low-res stock photo. I compared the following two methods:
Enlarge by 105% on the Bicubic Smoother (Enlargement) setting numerous times until the image is approximately 10x the original size.
Enlarge by 10x (1000%) the original size in one step...
