Ya that's HDR. which is done by taking multiple photographs at different exposures then combining with software. Although, that is a super processed example you posted. I'm sure you could pull it off with Photoshop?...

The new one is unreadable eh. Take this logo out of photoshop and do a bunch of different layouts in your vector program. Not just the same layout with different effects.
