It would be foolish not going with the Summa at that price. Fellers sells blades for $30 each and they hold up quite well. I ran a pair of Graphtec FC-7000mk2 for many years and they were great machines but Summa cutters are on another level in my experience.
Check with Einstein Graphic Services out of Wisconsin they used to be (may still be) a service center for Graphtec. I'd be surprised if they didn't have some motors laying around.
In early June I ordered 30 - 54" rolls of 3641G and it took 22 days to receive, in normal times it's 2-3 days. I have heard from two different suppliers that COVID is a factor.

Use a tool such as this to split the sheet in half quickly and cleanly length wise.
Plast-Kut Cutter is another one.
I wouldn't reccomend using the media flanges with such a short sheet. They are awesome for longer runs, but they can cause skewing when your cutting the last few feet of a roll. Loading the media as straight as possibly is the most important thing you can do, and like Gac05 said...feed it back...

No issues, it works better when it's all cut up because whatever your masking has the ability to release would be wrinkles in front of the roller as it moves across the table.
There is a break-in period for the cutting mat, the more cut marks the better, the "tackynish" will diminish over time. We've had ours(CWT same dimensions as yours) for about 18 months now and it has saved us mountains of time.
I'd guess you are using too much pressure, try lowering pressure to half of your current set up and see if anything improves. I run a 30-year-old cold pneumatic monstrosity and the only time I get wrinkles is if the pressure is way too high.
The money you would save by buying used, you will have to spend to have it properly packed for shipment. We purchased a 13' CWT 2 years ago and it has been worth every penny.
It's supposed to be a hot summer with above normal rain.....last year was awful, here in the mitten state we had frost until early June and then many cool cloudy days during the summer. Tomatoes barely flowered and never really produced much.
I've had at least three Surecolor heads replaced, and typically would be printing by the end of the next business day. Your dollar amounts are accurate for out of warranty, but the service contracts for after warranty are fairly priced and include one printhead per year if needed.
