To the OP, if you didn't know better you would like the VHB was part of the design since you were so consistent in your placement
vinyl adhesion is going to be more related to amount of VOC within the paint. Low or no VOC paint will have to be prepped before graphics.
rubbing the area with alcohol or roughing the surface up usually is the best options
ideally you can place a test piece and see what it does.
Have not made a counter from concrete before. we have made stencils for them when it is polished or full graphics stuck to the concrete and then pour clear resin over it.
either way the concrete is always very smooth and minimal pours are found
