This is a loaded question - everyone has their "best" tool in the box.

People with square feet are never good with numbers - need to give them the total up front.

Could quibble a little with Illustrator being superior to CorelDraw but if you are going to take files from others Illustrator is the correct program to learn first.

I don't see anything unusual in your settings. My Offset Force is set 4 instead of 3.
The rest are the same - think they are factory defaults.
I'm using a CleanCut 45deg blade - driving it with the Cutting Master plug-in for Illy & Corel
Cutting 2 mil cast (no lam) I have the down force set...
I'd start with the condition of the blade - are you sure there is even one in there? Pull it out and check the tip under magnification. If the tip is chipped or rounded off a new blade might fix it.
If the blade good (or new) next check the cutting strip for grooves & cuts. If it is not smooth...
When my 1304 does this it happens most times when using a cheap brand of banner material.
Running this stuff I would not use the take up reel. Just let it hit the floor and wind it by hand onto an empty core to keep things clean.
If it was a long run I'd babysit the print keeping a slack loop...

We work with the Nissan and Toyota dealers here and every time I see one of those convoys of trucks I imagine them cringing at the product placement.
Those 2 brands seem to be really popular over there.
I take the blue cap off and put a drop or two on the outside of the smaller brass bushing that rotates inside of the larger outer one.

So the troubleshooting section of the user guide says to change over to the pen holder and run the same plots to see if the issue if the jag is there without the blade.
