Yes, they almost always create a custom nameplate for a car. Rarely would a car manufacturer use a typestyle to typeset a nameplate. They design the letters to be unique just like every other detail on the car.

Interesting, some software must allow this. Does your resulting file look like this? I know some software will convert curves into hundreds of short straight lines - yuck.
Had a customer today say that they could not outline text in Flexi. They have a basic version. Is this true or do they not know how to use the software? I don't own/use Flexi so I cannot tell them what they are doing wrong.

first here is the test file for all you cs2 folks to try it out on. I don't know if this works with cs1, but I guarantee it works on Illustrator cs2.
