You're in milwaukee? Talk to Specialty Tapes. They slice down our 48" rolls of acrylic bonding tape into various sizes, even down to 1/4".
I'm sure they can handle rolls of vinyl laminated with premask, no problem.
why decals anyways? seems silly.
whatever the content, i don't really care. everyone has their own "thing", but laser-engraving or direct-UVprint would be the way to go.
doesn't take much for a client to stop calling you.... and a product that looks worn-out/faded/scratched/smeared within months of install, is a sure fire bet to achieve that.
Unlaminated product might not be a big deal, currently, because issues won't arise until after the "check has cleared"...
not a fan, but its possible to use regular steel drill bits. used/dull bits are actually better than brand-new ones. since the cracking comes as result of the sharp tip catching the acrylic and wanting to shove itself right-into it... attempting to split it rather than cutting/shearing.

yeah, to actually go into snail-mode you have to stop laminating & hit the snail mode button.
+1 to the speed-knob being the culprit. you may even be able to remove/disassemble it and the fix might just be a cleaning of the contacts.
if you're dual-layering transluscent prints like most shops do, two layers of black is opaque. if it were me, the grey's in my "base-layer" would be a bit lighter (if not borderline white) so that the toplayer's grey transluces....I might even add a bit of design to either the yellow text or...
the electricals of that machine aren't very complicated. just a few switches, a pair of photoeyes, a heating element, and a motor ....i would just open up the right-side panel and trace the line from the power to the heating element to the switch. Something is most likely jumped along the way...

masking-off dimensional pieces is a PITA, and opens the door to misc. failures. individual parts assembled always...
you'll never get it right from a photo, as you only have like a 1/8" tolerance before you're screwed in either direction.
trace letters onto acrylic, drill the inner corners with a 1/8" bit before cutting with jigsaw (else chance having shatter-points where jigsaw lines intersect)

1/4" should be plenty for that scale. a 3ft. square piece barely flexes, but my only concern would it be face-heavy and tip easily as a freestanding @ 90degrees.
i know you said no printing, BUT if you have some of the vinyl still handy you could use it to match a color & get spray bombs made & paint some similarly-colored vinyl. you can paint onto any colored vinyl, but I prefer a closely-matched vinyl color so that cut edges & chipped paint don't...
