Ya Sign-Mart would be my choice, if you have their catalog there is a page covering stencils. They will do custom ones also, just e-mail them the artwork for a quote.
Flexi Pro 8.1 or newer should be fine (have the drivers for the 540). You might want do double check with SAI on what version covers that machine. Back in 06 I had to upgrade Flexi to 8.1 to use it with my new SP-300V.

GCVP is for calendered vinyl, 3751RA is not calendered vinyl, it is a cast vinyl, try a profile for cast vinyl. In Versaworks I use PGVP for 3751RA with excellent results, I also use the same profile for 3951. Versaworks also has other profiles for cast but I've never had a need to even try...

I do this quite frequently on my SP-300V without any problems although I do use the 751.
Default heat settings are 37 & 40 and that's where they stay. Turn down your heat a bit and you should be good.
