    does it really have to be water-based? any flatbed printer can do the same as what you're showing here. for your budget, you're most likely going to hard-pressed to find anything but a used printer. quality might be reduced, but if you're printing on tiles... then who cares? the graininess...

    maybe invest in a liquid laminator? dimes on the dollar by comparison to sheet lamination. I run an hp26500 and have yet to print a graphic that won't scratch without laminate ...which is also why I laminate. If your print is smearing, then you have an issue that can be resolved via settings.

    no experience with the self-adhesive here, but I use Dreamscape - Suede & wallpaper paste all the time with zero issues. I've also saved quite a few thousand$'s over the years, by placing 300ft. roll orders, that get shipped from manufacturer... to the tune of nearly 4-150' rolls for the price...

    +1 white acrylic, much easier to trim cap. if you absolutely need to trim cap lexan, you'll need to beef-up your glue to an epoxy. simply using weld-on just won't cut it.
