How do you/can you reduce ink levels in flexi? Is it with the ink output tab and just reducing the percentage in the output?
I am tearing my hair out printing onto some Jetflexx 13oz that continually wants to lift and cause a head strike, but if i reduce the temperature the ink isn't drying...

This looks like a profile issue, your test print looks perfect so i don't think it is a problem with the machine.
Did you try a few different banner profiles in versa-works?
You will also waste a lot of material doing horizontal prints. doing them vertically you can usually calculate your widths and heights to the point that you have only a few sq.ft. of waste. On a horizontal you are at the mercy of the size of the vehicle, if your second panel is just a little...

I got one of these with a cc number once. Seemed fishy so i called the credit card company and they said if i had proceeded with the order and ran the card they would have filed a fraud claim and taken the money back with or without the product being delivered. Watch out.
