    If the paint surface is glossy you might be able to get away with a high-tack cast vinyl with laminate if you heat it well and use a roller to roll it into the texture. Arlon DPF8000 or Orajet 3951HT maybe. The key will heat and a roller, like 3M's rollers for their textured surface vinyl.

    Check out the CET Color 500H hybrid UV. It's 98" so not 10' like you wanted, but it's fast and affordable at about $85k for the 4-color version. It's a hybrid flatbed so you can run roll-to-roll or boards.

    Doug, we use Wypet from Fellers and have for years. It's cheap and works great, never had a problem with it.

If you know what you're doing you can create some stunning work in it (as with any decent program really). Again, reference...

    I'm gonna go out on a limb and assume the vinyl you used is an air-egress vinyl (air channels in the adhesive). If so, don't lay that wet, it's not going to work. It's meant to lay dry. And yeah, what Gino said, do not use Windex as an application fluid, even on the right kinds of vinyl.
