Realistically, after that long you should replace the caps, wipers and dampers. I would suspect you will probably find the caps to be the source of your issue, with the rubber edges having gotten hard and not sealing well. Also, the O-rings in the bottom of the dampers have probably dried out...

The long PH1 in this set is my go-to screwdriver for working with printheads.

When you replace the dampers, you should always clean the manifold post with a foam swab moistened with cleaning solution before installing the new damper. I noticed what looks like some possible dried ink near the bottom of the post. This could lead to an air leak where the dried ink doesn't...
You should be able to push the captop up and down freely. It should also be sitting level. Are you getting any ink drips on your prints? Also look at the bottom of the head after printing and see if there is any ink on the head.

Remove the station assembly cover, do a hard clean and watch to see if ink is going through the tubes going from the cap to the pump. You should alternately see ink and air. You should also see a slight gap between the print head and the cap at different times during the cleaning cycle...
The XR-640 doesn't have the option of doing this, like the Epson does. Once you decide to replace the head, I offer phone support for this printer and have done several head replacements this way.
That is the key sequence Roland puts in their manuals by default. It isn't meant to be correct, only to mislead.
