Sounds like it's going to require some experimenting. If I was doing those specs I'd carve the sign first, then apply a oil based white wash stain. Then over that a clear. Apply the mask and hit the letters with another coat of the same clear and peel the mask and let dry. Then mask again and...
As has been said, it could be done as a hanging sign, for which I would use 3/4" MDO and sign hangers.
Or you could use fence components like Texas suggested and use 6mm ACM. see pic. In that case I would do 2 or 3 on top and a couple on each side. It looks like they used that type of hanger on...
Probably not...they are marketed directly by large suppliers. But it doesn't hurt to offer to quote with the disclaimer that it's not your usual type of product so the price might be higher.
Threaded rod comes in many diameters. For installing something like a raceway with letters it would be wise to use 3/8" to 1/2" and use some steel angle for the battens.

You could try buying blanks and having them painted or powder coated locally. Or if it's a large enough order maybe you can source them with a cast white vinyl face.
I would doubt it...and they don't wear skates but it still probably wouldn't work. I would look at some suppliers of synthetic ice surfaces and see if they even offer graphics.
I'm amazed sometimes at what post & arm will hold. You say he will hang it, if that's the case it's his responsibilty to make sure it will handle it. That probably originally held a wood sign, or maybe even steel framed sheet metal. I would use 3/4" MDO, it should be heavy so its doesn't flop...
I'd run it by the client, but knowing how these signs are used, and that it's a rush, probably to meet an inspection deadline I think they will accept them as is
