Rockhopper is a slow old printer.
Also you wlll need a decent plotter to cut the graphics as the material is very thick.
The price for MX materials is prohibitive high and makes making a profit very difficult.
Only use Convex or Substance materials as nothing else works as well.

Have you cleaned round the head and capping station as excessive build up of ink can cause this.
Their may even be fluff round the head causing this.
What is your test print like?
How is the machine wired on the network as could be a communication issue also.

When I had my head replaced on our 1604 earlier on in the year the technician insisted I supplied original mutoh head cables.
He reckoned that he had had issues with non original cables.
So it could still be the head cable.
Ours prints like new again.

Substance is great but if you are concerned that it is expensive Convex is even more costly.
I have used both the thinner and thicker laminates and they both work well but still are so slow to cut.

Their is no way you can estimate what the ink consumption is on either machine as prints vary so much.
They will use roughly the same amount as each other as you have to use the same amount of ink on either machine to make a colour.
It is all based on ink costs.
