Not sure it works 'best'....It's a whole lot easier to vacuum while (or after) you drill than it is to blow each hole out with a hand-operated squeezie thing.
Most of the major manufacturers (Bosch, Hilti, DeWalt) offer hollow bits. You attach a vacuum 'port' towards the top of the bit. There are holes at the tip of the bit that the debris is sucked through. They go up the bit and into the 'port' then into your extractor.

The snot sucker probably works good for cleaning out the holes but the purpose of the extractor is to prevent the operator from inhaling the silica when drilling, sawing, chipping, breaking...
I prefer GrubHub. They're typically less expensive. If I'm out of town installing, I typically use them for dinner so I can sit in the hotel and get work done.

Might try Metal Supermarkets in Dallas. They'll cut it to length and pretty sure they can weld it up for you too.
It should be pretty straightforward. This was air egress. Customer wanted it inset with the border but there's no reason you couldn't go full coverage and give it a bit of bleed and run it past the door.
You'll need to cut around the opening for the drop key.
Coming from someone who has had to remove a number of signs over the years that I have personally installed with Lexel, I would love to see a product that adheres as well in the situation being described.
